Objective of the Role
The Finance Assistant at the central level will monitor and manage NHM funds. Key responsibilities include data entry, release of funds, expenditure tracking, financial reviews, statutory and concurrent audits, and utilization certificates management. The position also involves conducting financial review visits and supporting the states in their financial operations.
Scope of Work
Primary Responsibilities:
- Data Consolidation: Aggregate financial data, including allocation, release, and expenditure reports across activity, division, state, quarter, and year.
- Financial Year Guard Files: Prepare and maintain files of sanction orders for NHM releases and settle Utilization Certificates (UCs) with the Principal Accounts Office (PAO).
- Fund Transfers: Ensure electronic transfer of funds to States/UTs, update websites, and maintain a centralized fund transfer database.

Qualifications and Experience

Travel and Subsistence
The Finance Assistant must be prepared for extensive travel to State, District, Block, and Village levels. Reporting and Consultancy Period
- Reporting: The consultant will submit quarterly reports to the concerned Finance Controller.

Salary
The selected Finance Assistant will receive a monthly consolidated remuneration in the range of Rs. 40,000/- to Rs. 70,000/-, depending on qualifications and experience.
Note: No additional benefits like pension or compensation will be provided, and the consultant will be subject to taxation as per existing rules.
